Overview

Position Name: Consultant for Strategic Planning

The objective of the Project: Strengthened capacity of public sector and civil society partners to advance gender equality and prevent and respond to gender-based violence for Women and Girls with disabilities in development and humanitarian settings

Time of the Consultancy: 03 Months

Place of the project: Islamabad – Pakistan (with travel to provinces)

Background:
Special Talent Exchange Program (STEP) for better, more inclusive policies that adequately and systematically address the needs and rights of persons with disabilities. STEP advocacy strategy on inclusive development concentrates on strengthening the inclusion and mainstreaming of persons with disabilities particularly focusing on women and girls with disabilities facing double discrimination, sexual harassment and gender-based violence. STEP/s advocacy is embedded in the 2030 Agenda on Sustainable Development and its “Leave no one behind” principles, as well as in the UN Convention on the Rights of Persons with Disabilities (UNCRPD). STEP with support from UNFPA, aims at providing evidence, analyses and recommendations to policy makers to help them implement the commitments they’ve made and the legal human rights obligations they’re accountable for.

STEP is a program dedicated to promoting better, more inclusive policies that address the needs and rights of persons with disabilities, with a special focus on women and girls with disabilities who face double discrimination, sexual harassment, and gender-based violence. The program’s advocacy is grounded in the 2030 Agenda for Sustainable Development and the “Leave no one behind” principles, as well as in the UN Convention on the Rights of Persons with Disabilities (UNCRPD).

Objectives:
The main objectives of this consultancy are to:

  • Conduct a comprehensive review of STEP’s current strategic direction and its effectiveness in achieving its goals.
  • Develop a new strategic plan for STEP that aligns with the 2030 Agenda for Sustainable Development and the “Leave no one behind” principles, as well as with the UNCRPD.
  • Ensure that the new strategic plan is well-communicated and understood by all stakeholders, including staff, partners, and beneficiaries.

Scope of Work: The consultancy will include the following activities:

  • Conduct a review of STEP’s current strategic direction and effectiveness, including an analysis of the organization’s strengths, weaknesses, opportunities, and threats (SWOT analysis).
  • Facilitate the development of a new strategic plan for STEP, taking into account the views and perspectives of stakeholders, including staff, partners, and beneficiaries.
  • Develop a detailed action plan for implementing the new strategic plan, including clear objectives, milestones, and timelines.
  • Develop communication materials to ensure that the new strategic plan is well-communicated and understood by all stakeholders.
  • Provide support to STEP in integrating the new strategic plan into its operations and activities.

Deliverables: The consultant is expected to deliver the following outputs:

  • A report on the review of STEP’s current strategic direction and effectiveness, including the results of the SWOT analysis.
  • A draft strategic plan for STEP, including clear objectives, priorities, and action plans.
  • A final strategic plan for STEP, incorporating feedback from stakeholders.
  • A detailed action plan for implementing the new strategic plan, including clear objectives, milestones, and timelines.
  • Communication materials to ensure that the new strategic plan is well-communicated and understood by all stakeholders.
  • A final report on the consultancy, including recommendations for STEP to further develop and implement the new strategic plan.

Duration:
The consultancy is expected to be completed within 3 months

Reporting:
The consultant will report directly to project director & Executive Director

Qualifications:

  • The consultant should have the following qualifications:
  • A degree in a relevant field, such as business administration, management, or organizational development.
  • Significant experience in strategic planning and organizational development, with a focus on disability-inclusive development.
  • Excellent facilitation and communication skills.
  • Ability to work effectively with a range of stakeholders, including staff, partners, and beneficiaries, particularly those with disabilities.
  • Proficiency in Microsoft Office and other relevant software.

  • A detailed methodology for conducting the consultancy, including an outline of the approach to be taken and the methods to be used.
  • A detailed work plan, including the expected timeline for completion of the consultancy.
  • Deadline for the application submission will be 15 March 2023
