Context
The partnership between UNFPA and STEP aims to enhance disability inclusion in GBV and SRH services across Pakistan. The collaboration focuses on conducting disability accessibility assessments of GBV services in Sindh and Balochistan, ensuring service points such as shelters, police stations, and hospitals are accessible to persons with disabilities. To improve service delivery, the project also works on strengthening disability-inclusive GBV referral pathways in Sindh, and Balochistan. Moreover, the partnership further extends to strengthening sexual and reproductive health (SRH) services for Afghan refugees and host communities by integrating disability-inclusive approaches. To ensure effective implementation, the project includes monitoring, visibility, and human resource support, ensuring accountability and sustainability of interventions. Through these efforts, UNFPA and STEP aim to build a more inclusive, accessible, and rights-based approach to GBV and SRH services in Pakistan.
Presentation of the work
Objective of the assignment:
Hire a consultant to develop the Disability inclusive GBV referral pathway (TFGBV) available for DuAs, Helplines and OSPC for Sindh, ensuring their alignment with national and international disability standards.
Scope of Work:
- Inception report and detailed work plan
- Conduct a desk review of existing GBV referral pathways and their inclusivity for persons with disabilities.
- Organise meetings in person/virtual with STEP management/ project staff on the scope of the assignments/tasks.
- Map of existing GBV Services in Sindh and assess their accessibility and responsiveness to persons with disabilities.
- Develop disability inclusive GBV referral pathways and ensure the availability of active GBV service providers for referrals, in alignment with the UNFPA Essential Services Package.
- Flowcharts/diagrams showing service entry points
- Clear roles and responsibilities of each actor
- Accessibility considerations across services
- Referral tools/forms tailored for inclusion
- Provide recommendations for capacity-building and system strengthening
- Lead the Accessibility Assessment in Sindh. Finalize the Accessibility Assessment Report following the process of designing, and printing of the study’s final report
- Develop a detailed timeline for reviewing and finalization of the accessibility report along with all the required elements for the assessment report.
- Review the data collected and draft accessibility assessment reports
- Submission of the reports for each assignment.
- Development of the Training materials to Facilitate trainings in Sindh.
- Coordination with UNFPA during the consultancy period as and when required through STEP.
- Participating in advocacy and policy dialogues with national counterparts on issues
- included in the portfolio of the project.
- Coordination with partners and stakeholders;
- Any other tasks deemed necessary to achieve the project objectives according to the request of STEP or UNFPA.

Requested profile
Expertise
Mandatory: – Master’s or Advanced university degree in gender, social sciences, rural sociology, agriculture economics, anthropology, rural development or other relevant disciplines.
- More than 7 years of relevant professional experience on the issue of gender/ development and strategic planning processes.
- Excellent analytical, documentation and facilitation skills.
- Strong writing and communication skills for analysis, report writing, interpersonal networking and communication skills.
- Capacity for planning and organizing work under time-pressure.
- Professional experience and knowledge of CEDAW and other related international Conventions & instruments and national response mechanism and commitments would be an asset.
- Experience and knowledge of the disability sector and gender mainstreaming, – Proven and recognized experience in methods of finance.
- Understanding and adherence to STEPs values and ethics.
